By 8 a.m. on a typical July weekday in Manchester, the air quality index along the Ship Channel corridor is already climbing. Residents on Rusk Street wait at Metro bus stops. Workers in Galena Park pull on hard hats. Mothers in Kashmere Gardens walk children to summer program drop-offs. By mid-morning, the TCEQ monitoring station on Clinton Drive may read AQI values pushing into the Red range—“Unhealthy” for everyone, not just sensitive groups—while the AirNow app on your phone shows a generically orange map of Greater Houston and offers no further instruction.

That gap between the data and the decision is what this piece addresses.

July is historically Houston’s worst month for ground-level ozone. The Houston-Galveston-Brazoria region has been a federally designated ozone nonattainment zone for decades, repeatedly failing to meet the EPA’s health standard. TCEQ issues Ozone Action Days for the region each summer, yet practical guidance for a Houston runner, a parent of an asthmatic second-grader in Galena Park, or a construction worker on a Ship Channel job site barely exists in local editorial form. Here’s what you need to know.


Three Alert Types, One Confusing System

When air quality deteriorates in the Houston area, you may get alerts from three different agencies using three different terminologies. They’re not the same thing, and conflating them leads to bad decisions.

TCEQ’s Ozone Action Day is the most locally specific. TCEQ issues it for the Houston-Galveston-Brazoria region when forecasters project ground-level ozone will reach or exceed 71 parts per billion. The forecast typically goes out the afternoon before, applies to the following day, and is voluntary—no activity is legally restricted. What TCEQ is telling you: conditions favor ozone formation, and sensitive populations should start modifying outdoor time.

The National Weather Service Air Quality Alert is issued when AQI is projected to hit Orange or worse. It applies to a broader, NWS-defined geographic area that may include counties beyond Harris. You’ll see it in your weather app. Useful as a confirmation signal, but less precise than TCEQ’s HGB-specific forecast.

Harris County Public Health advisories are rarer and more urgent—issued for acute events like an industrial release, a significant fire, or a localized spike that warrants neighborhood-level communication. Different in kind from a routine Action Day.

The practical differences matter. When TCEQ forecasts an Action Day (Orange, AQI 101–150), sensitive groups—anyone with asthma, COPD, or heart disease, plus the elderly and children under 14—should move strenuous outdoor activity indoors or reschedule it to early morning. Healthy adults should shorten workouts and avoid peak afternoon hours. Outdoor workers should hydrate aggressively and take breaks in shade or air conditioning where possible.

At Red (AQI 151–200), the alert applies to everyone. Healthy adults running or cycling for more than 30 minutes at high intensity accumulate real oxidative damage to lung tissue at this level. That’s not precautionary language—it’s measurable in clinical studies. Sensitive individuals should stay indoors during peak hours, full stop.

Harris County Public Health advisories are different again. They’re localized and acute, and the advisory itself will tell you what to do. Don’t treat them like a routine Action Day.

None of these alerts carry legal force over residents’ behavior. That matters significantly for outdoor workers—more on that below.


Why East Houston Reads Worse

Ozone isn’t emitted directly. It forms when nitrogen oxides (NOx) and volatile organic compounds (VOCs) react in sunlight. Both precursors exist in Houston in abundance: NOx from vehicle exhaust, power generation, and industrial combustion; VOCs from petrochemical processing, fuel storage, and the Ship Channel’s dense industrial corridor. Flat terrain, intense summer sunlight, and relatively light prevailing winds in July mean there’s nowhere for any of it to go. Houston hits this near-perfect recipe reliably every summer.

The TCEQ monitoring network shows the pattern clearly. The Deer Park station in southeast Harris County, the Cesar Chavez station near the East End, and the Clinton Drive station near the Ship Channel consistently record the highest ozone concentrations in the region during summer months. The communities closest to those stations—Manchester, Galena Park, Cloverleaf, Jacinto City, Kashmere Gardens—are predominantly working-class Latino and Black neighborhoods. Air Alliance Houston has documented the cumulative burden in neighborhood-level research: residents in those ZIP codes deal with ozone plus PM2.5 plus industrial benzene releases. Residents in western and northern Houston don’t face that combination.

One distinction worth making: ozone and industrial accident smoke are separate phenomena, though both are real concerns in these communities. An Ozone Action Day is a photochemical event across a broad airshed. A petrochemical flaring event or accidental release is a point-source incident with a different chemical profile and a different alert channel. Both warrant attention. They require different responses.


The Numbers That Actually Matter

The EPA’s color scale—Green, Yellow, Orange, Red, Purple, Maroon—is designed to be simple, and in achieving simplicity it has become a little misleading. “Unhealthy for Sensitive Groups” beginning at AQI 101 implies that healthy adults are fine at 100. The clinical picture is more complicated.

For patients with asthma or COPD, ozone’s effects on inflamed airways begin well below the Orange threshold, particularly with severe or poorly controlled disease. If your AirNow app reads upper Yellow at 9 a.m. and is trending upward, waiting until it hits 101 to make a decision is poor clinical practice. The standard EPA categories alone aren’t sufficient guidance for patients with active respiratory conditions—consult your pulmonologist for a personalized threshold. And carry a rescue inhaler on any day with elevated ozone. That’s not optional.

Heart disease is a separate concern that doesn’t get enough attention in these alerts. Ozone exposure raises cardiac arrhythmia risk and inflammatory markers independent of its respiratory effects. Layer Houston’s heat and humidity on top and you’re compounding two cardiovascular stressors simultaneously. Patients with coronary artery disease or heart failure should talk to their cardiologist about specific summer exercise thresholds, not just follow the generic AQI color.

Healthy adults aren’t off the hook at Red. At AQI 151 and above, the short-term lung function reduction in healthy adults is measurable, and repeated exposures accumulate over a season. If you’re running, cycling, or doing high-intensity training between 10 a.m. and 7 p.m. on a Red day, you’re making a mistake. No exceptions.

Children face particular vulnerability. Their lungs are still developing, they breathe proportionally more air per body weight than adults, and they exercise at higher intensities than most sedentary adults during outdoor play. The EPA’s “sensitive groups” designation at Orange explicitly includes children under 14. That matters for school recess, PE classes, and youth sports—and it’s worth raising with your school before peak season.

One persistent Houston misconception: humidity doesn’t neutralize ozone. This belief circulates in outdoor running communities, possibly because humidity makes other pollutants feel more present, or because Houston’s air simply seems different on a bad day. Ozone forms and behaves independently of relative humidity. High humidity may slightly affect some photochemical reactions at the margins, but it doesn’t meaningfully reduce ozone concentrations at ground level. What it does do is make you breathe harder during exercise, which increases your ozone intake per session. The muggy air isn’t protecting you.

The Exercise Window: Specific Hours, Not “Early Morning”

National health sites consistently advise exercising “in the early morning or evening” on high ozone days. That’s accurate but vague enough to be nearly useless. Houston residents deserve more precision than a shrug toward dawn and dusk.

Here’s how the ozone cycle works locally on a July Action Day. Precursor emissions from the morning commute, Ship Channel industrial activity, and refinery operations start building in the atmosphere around 6 a.m. Photochemical ozone formation accelerates as solar radiation intensifies, reaching meaningful concentrations by 10 to 11 a.m. Ozone peaks in the Houston metro between 1 p.m. and 4 p.m. on most Action Days. It doesn’t vanish at sunset—ozone can linger into early evening on severe days because the chemistry takes time to dissipate without continued sunlight.

Finish outdoor workouts before 9 a.m. That gets you ahead of the acceleration curve even on Action Days. If morning doesn’t work, wait until after 7 p.m. and check AirNow for your specific ZIP code before heading out. Real-time readings in early evening will tell you whether the day’s plume has actually cleared.

Houston has a geographic variable worth knowing: the Gulf sea breeze. On many summer afternoons, an onshore wind off Galveston Bay develops between noon and 3 p.m. and moves inland. This can push the Ship Channel ozone plume northward and westward, temporarily improving readings near the channel while worsening conditions in Kashmere Gardens, Acres Homes, or even the Woodlands corridor. If you live in Baytown, Deer Park, or Pasadena, the sea breeze sometimes provides late-afternoon relief. If you’re north or northwest of the channel, it may push afternoon readings higher. Check real-time AirNow for your specific monitor. The sea breeze is not uniformly good news.


How to Get Actually Notified

Set these up before July, not during it.

TCEQ EnviroFlash is the most Houston-specific option. Go to enviroflash.epa.gov, select the Houston-Galveston-Brazoria region, and enter your email. TCEQ will send a forecast email the afternoon before any projected Action Day and a confirmation the morning of. This gives you forecast information—critical for planning tomorrow’s workout or your kids’ outdoor activities—not real-time data.

The AirNow app (iOS and Android; see AirNow.gov) gives real-time AQI readings by ZIP code pulled from TCEQ monitoring stations near you. The distinction between EnviroFlash and AirNow matters practically. Use EnviroFlash the night before to plan your morning. Use AirNow at 6:30 a.m. to confirm before you head out. On a day tracking better than forecast—maybe cloud cover slowed ozone formation—AirNow will show you that in real time. EnviroFlash won’t know yet.

Harris County emergency alert registration. The county maintains an alert system primarily covering severe weather and hazmat events, but Harris County Public Health advisories for acute air quality events can come through those channels. Check houstonemergency.org for enrollment. Outdoor Workers: What the Law Does and Doesn’t Protect

This is the angle local media consistently ignores. The people it affects have the highest ozone exposure in the region.

Houston’s construction workers, port laborers, landscapers, roofers, and petrochemical field workers spend eight to ten hours outdoors on Action Days, breathing Ship Channel air at sustained high respiratory rates. They can’t step inside when the app turns red. The legal framework protecting them is nearly nonexistent—and I think that’s worth sitting with before moving on.

There is no federal OSHA standard specifically regulating worker ozone exposure outdoors. The existing OSHA ozone standard covers occupational settings where ozone is generated as a byproduct of specific industrial processes: welding, UV lamps, certain electrical equipment. It was not written for a roofing crew breathing ambient outdoor air at AQI 160.

Texas has no state OSHA plan. Unlike California, which operates Cal/OSHA with stronger workplace health standards, Texas operates under federal OSHA jurisdiction. The federal floor is the floor, period.

The General Duty Clause of the Occupational Safety and Health Act—Section 5(a)(1)—requires employers to provide a workplace free from recognized hazards likely to cause serious harm. In theory, it applies here. In practice, using it to force ozone-related accommodation is extraordinarily difficult. OSHA enforcement through the General Duty Clause requires demonstrating that the employer recognized the hazard and failed to take feasible corrective measures. For ambient ozone on a construction site, that threshold has rarely if ever been successfully applied. OSHA’s recent heat illness prevention rulemaking addressed heat—water, rest, shade, acclimatization—and did not incorporate ozone or air quality provisions at all.

Some petrochemical facilities with USW union representation along the Ship Channel have collective bargaining language addressing air quality, particularly for industrial release events. Workers at those facilities should know their contract’s environmental health provisions. Non-union outdoor workers—the vast majority of Houston’s construction and landscaping workforce—can ask employers for voluntary accommodations on Action Days: scheduling the heaviest tasks for early morning, providing additional shaded rest areas, allowing extended water breaks. There’s no legal mechanism to compel any of it without a union contract. Workers can file an OSHA complaint if they believe conditions are imminently dangerous. The likelihood of a successful ozone-specific enforcement action, given the absence of a standard, is low.

The legal gap is wide and real. The guy roofing a house in Cloverleaf in August has nowhere to go and no regulatory backstop. That’s not an abstraction.


What Houston Schools Do on Action Days (and What They Should)

For parents of asthmatic children, the practical question is immediate: Is my kid running laps during PE on a Red air quality day?

School district policies vary more than they should. Galena Park ISD serves communities in the highest-ozone corridor of Harris County—Galena Park, Jacinto City, Cloverleaf. Parents should verify directly with the district what its written outdoor activity policy says about Action Days and what AQI thresholds, if any, trigger automatic restrictions on outdoor PE and recess.

Ask your school these specific questions: At what AQI level does your campus restrict outdoor PE and recess? Who checks air quality each morning and communicates restrictions to teachers? Does the district provide written guidance identifying which students with asthma need additional protections on Action Days regardless of the overall AQI? For summer programs: does the same policy apply when school isn’t in regular session?

These are reasonable, answerable questions. If an administrator can’t answer them, that tells you something meaningful about whether the policy is operationally real or just paperwork.


Why This Keeps Happening

Action Days in Houston aren’t weather anomalies. They’re the predictable output of a structural air quality failure that has persisted for decades.

The Houston-Galveston-Brazoria area is designated by the EPA as an ozone nonattainment zone under the Clean Air Act, meaning the region has repeatedly failed to meet the national ambient air quality standard for ozone: 70 parts per billion as an eight-hour average. The HGB area has been in nonattainment in some form since the 1990s. Despite modest improvements driven primarily by cleaner power generation and vehicle emission controls, the region still records ozone violations every summer. TCEQ has issued somewhere between 25 and 50 Ozone Action Days per ozone season in recent summers, with the peak running June through August.

Nonattainment status carries concrete regulatory consequences. TCEQ must submit State Implementation Plans to the EPA showing credible progress toward attainment. Industrial sources face stricter permitting requirements, including Lowest Achievable Emission Rate standards for new or modified major sources. At the federal level, the Biden EPA proposed reconsidering the 70 ppb standard in light of updated health science suggesting 60–65 ppb would be more protective. What happens to that proposal under the current administration is genuinely unclear. If the standard were tightened to 65 ppb, the HGB region’s nonattainment problem would get dramatically worse on paper, and the regulatory pressure on Ship Channel emitters would increase substantially. Whether that pressure would actually translate to reduced emissions is a different question—and a longer one.

For residents, the near-term reality is unchanged regardless of what happens in Washington. Ozone season runs March through October. July is the worst month. The eastern half of Harris County bears the greatest burden. Set up TCEQ EnviroFlash, know your personal AQI threshold, finish outdoor workouts before 9 a.m., and ask your child’s school a few direct questions about their outdoor activity policy. The broader fix is regulatory and industrial, and it moves on a timeline that won’t help you this summer.
