Houston runs an extensive air quality monitoring network. The Texas Commission on Environmental Quality operates Continuous Air Monitoring Stations across Harris County and the surrounding region. Yet most residents navigate ozone season with a weather app number that may not reflect their neighborhood, a forecast they don’t know how to interpret, and no clear guidance on what to actually do differently.

This guide is designed to fix that.


What You’re Actually Being Warned About When Your Phone Says “Ozone Action Day”

Start with the basics, because the word “ozone” is confusing — and the confusion is understandable. The ozone layer in the upper atmosphere protects us from ultraviolet radiation. That’s the good kind, and it’s not what these alerts are about. Ground-level ozone is a different substance entirely. It forms when two categories of precursor pollutants react chemically in the presence of heat and sunlight: nitrogen oxides (NOx) from vehicle exhaust and industrial combustion, and volatile organic compounds (VOCs) from refineries, petrochemical operations, and fuel evaporation.

These neighborhoods sit downwind of the Houston Ship Channel, one of the most concentrated petrochemical corridors in the country. Residents there face overlapping exposures: refinery and chemical plant NOx and VOC emissions, heavy diesel freight traffic, urban heat island effects from industrial land use, and bay-breeze dynamics that push ozone-laden air back inland over residential neighborhoods on summer afternoons. If you live in one of these zip codes, an ozone action day reads very differently than it does for someone in Katy.

The single “Houston AQI” figure on AirNow.gov, Weather.com, IQAir, and most phone weather apps typically reflects the highest reading among active stations at any given moment. If CAMS 35 is spiking at 3 p.m. because a sea breeze is pushing Ship Channel emissions back inland, that reading drives the metro AQI — even if you’re in Meyerland or Cypress, where your nearest station may look noticeably different. This is why three different apps can show three different numbers on the same afternoon, and why none of them tell you which station is behind what you’re seeing.

AirNow’s metro AQI is federally standardized and valid, but it’s a metro-wide worst-case snapshot, not a reading for your block. Residents who want station-specific data should go directly to TCEQ’s real-time air monitoring page, where real-time readings are broken out by individual CAMS location. The interface is clunkier than a consumer weather app. Use it anyway.


When Is the Air Actually Worst — and Why Afternoon Is the Danger Window

Ground-level ozone doesn’t spike at dawn. The chemistry requires sustained heat and sunlight, so the danger window opens slowly and peaks in the afternoon.

On a typical Houston ozone action day in July, NOx and VOC emissions from the morning commute and industrial operations begin accumulating before sunrise. Ozone concentrations start rising by late morning as sunlight intensifies. They typically peak between 2 and 8 p.m. on hot, low-wind days. By evening, as temperatures cool and sunlight fades, concentrations fall.

Houston has a specific meteorological wrinkle that matters here: the Galveston Bay sea breeze. On days when onshore flow develops off the bay in the afternoon, that breeze can push accumulated ozone and emissions from the Ship Channel corridor back inland toward central Houston and suburban neighborhoods to the north and northwest. Who Needs to Change Plans — and Who Probably Doesn’t

By 9 or 10 a.m.: open tceq.texas.gov/airquality/monops/today.html. This page displays real-time hourly readings from individual CAMS stations across the region. Identify the station closest to your home, school, or workplace. If readings at your nearest station are already trending upward before 10 a.m. on a hot, low-wind day, that’s a reliable indicator of an elevated afternoon ahead.

Cross-reference with AirNow.gov to get the EPA-standardized metro AQI. This tells you the forecast category — Orange, Red — and lets you compare Houston’s day to federal benchmarks. Use it alongside the TCEQ station page, not instead of it.

There have been genuine emissions reductions on the industrial side — cleaner fuels, updated refinery equipment, federally mandated controls on Ship Channel facilities. NOx and VOC output from major stationary sources has declined over time. But population growth means more vehicles and more miles driven. The freight sector is expanding alongside port activity. And summer heat accelerates ozone chemistry, hitting hardest on the region’s worst days. The net result is air quality improvement that has been slow and uneven: real progress against some sources, new pressure from others.

Researchers and environmental health advocates in Houston describe it as a slow fight against a problem that keeps finding new sources as old ones are reduced. That seems accurate.
